Application of weight filter in python

Dear user,
I want to apply filter to image ( dimension 46x40 pixels) for image processing, say 3x3 kernel for one image and 4x4 kernel for another image having different weight and I want to join two images to get same resolution.
I am facing problem to create and use filter for two images if there is any reference please provide me the link and other suggestion are also welcome.
your suggestion is highly appreciated.
